TITLE: Amending Chapter 17.30, Street Improvements of the City Code of Portland, to establish the local improvement portion at 30 percent of the total estimated cost for street and storm drainage improvements and at 22 1/2 percent of total estimated cost for street improvements for properties having more than one street frontage improved in the same project; limiting the 22 1/2 percent rate to a maximum of 200 feet; clarifying language for excepted drainage charges; establishing an effective date and declaring an emergency.
