TITLE: Amend Section 14.20.030 of Title 14, Public Peace, Safety and Morals, of the City Code of Portland, Oregon, to prohibit any person from displaying, offering for sale, or selling any merchandise or services in or on any sidewalk, street, alley, lane, public right-of-way or under any bridgeway or viaduct within the Metropolitan Traffic District without prior City approval, and declare an emergency.
