TITLE: Authorize the acceptance of Justice Assistance Block Grant No. 85-02-07 from the Oregon State Department of Justice in the amount of $25,649 to provide a neighborhood crime prevention organizer and materials to those neighborhoods experiencing severe levels of street crime, amend the 1985-86 budget, create a full-time, limited-term position, increase resources and requirements in the Federal Grants Fund and the office of Neighborhoods Associations, and declare an emergency.
