TITLE: Recognize the increased availability of Federal-aid Highway Funds by increasing resources and requirements in Federal Grants and General Funds in the amount of $121,660, increase appropriations in the Bureau of Street and Structural Engineering and transfer appropriations within the General Fund, create positions in the Bureau of Street and Structural Engineering and Bureau of Planning, exempt positions from the hiring freeze, and declare an emergency.
