Communication from City Attorney returning Calendar No. 6279, being report of the Purchasing Agent on bids for furnishing asphalt to the Municipal Paving Plant, recommending that all be bids be rejected and authority be given to purchase in the open market, together with a form of ordinance authorizing the Purchasing Agent to purchase in the open market for the Municipal Paving Plant.
