File No. 781, Report of the City Planning Commission on petition of Mr. Jackson K. Buchanan asking to change from zone one to zone two, property situated on the east side of SE Ladd Ave, 80 feet north of the north line of SE Lavender St. The Planning Commission recommends that this petition be denied; but recognizes that some change in the ordinance that would allow owners such as the petitioner, to make a use of their property more in keeping with present conditions, is an imperative need.
