Adopting the annual budget of the City of Portland for the fiscal year beginning July 1, 1973, making appropriations from the funds of the city in accordance with said annual budget, authorizing the drawing of warrants, limiting expenditures for full-time positions to the positions listed in the detailed approved budget, limiting expenditures for out of town travel and capital outlay, fixing the mileage rate for private autos used on city business, and declaring an emergency.
