TITLE: Granting a revocable permit to Frank A Bitar and Robert A Bitar to use lot 14, block 1, Graceland Addition, for off-street parking for employees and customers of the business abutting to the north in a zone II residential district, exempting said grantees from complying with section 6-607 of the planning and zoning code of the City of Portland, and declaring an emergency, introduced by Commissioner Bowes.
