TITLE: Determine that the Produce Row Development Project as authorized by the US Economic Development Administration (EDA) is infeasible; request property disposition instructions from EDA; authorize pending disposition instructions, the Portland Development Commission to negotiate a sale price for the property with EDA; and subject to disposition instructions, authorize the Development Commission to proceed with a request for development proposals, selection of a qualified developer, and negotiation and execution of the sale of the property, and declare an emergency
