Resolution adopting a proposed plan of unification of freight switching in the City and making certain findings of fact, prescribing the mode and manner and time of the unification, fixing a time for a hearing thereon and citing the railroads interested and the Commission of Public Docks to show cause why said plan of unification should not be adopted by said parties and mutually put into effect.
