DESCRIPTION OF PROJECT

New multi-dwelling project on hillside lot - adjustments to reduce west/front setback, north/side setback, and to increase height

 

RESPONSE

 

Portland Transportation/Development Review has reviewed the application for its potential impacts regarding the public right-of-way, traffic impacts and conformance with adopted policies, street designations, Title 33, Title 17, and for potential impacts upon transportation services.

 

The applicant has requested four adjustments related to setbacks, height and building coverage. There are no transportation related approval criteria for these adjustments. Therefore, Portland Transportation has no objections to the proposed adjustments.

 

The following comments are related to the public right-of-way and will affect the building permit review.

 

Transportation System Development Charges (Chapter 17.15)

System Development Charges (SDCs) may be assessed for this development. The applicant can receive an estimate of the SDC amount, prior to submission of building permits, by contacting Rich Eisenhauer at 503-823-6108.

 

Driveways and Curb Cuts (Section 17.28)

Curb cuts and driveway construction must meet the requirements in Title 17. The Title 17 driveway requirements will be enforced during the review of building permits. The proposed driveway width and location shown on the site plan in this Adjustment Review are acceptable to Portland Transportation. Any changes from this site plan are subject to new review.

 

Encroachments in the Right-of-Way

The site plan that is included in this Adjustment Review shows some planters and stairs in the public right-of-way. Portland Transportation has reviewed these features and will allow them in the public right-of-way due to the extra width in the pedestrian corridor. A revocable permit is required for these items and will be issued at time of building permit review.

 

NOTE: The site plan included in this review shows a stair along the south side of the building that connects to the rooftop terrace. It does not appear to connect from the terrace to anything. The applicant was previously told that Portland Transportation would not support or allow a stairway in the public right-of-way for this secondary fire access. This is still the case.

 

Street Improvements (Section 17.88)

Frontage improvements will be required along the site frontage on SW 18th Avenue. The applicant will be required to construct a curb and sidewalk. The applicant will also have to address stormwater management to the satisfaction of the Bureau of Environmental services for the public stormwater runoff. A 9-foot curb-tight sidewalk (including curb) is acceptable to Portland Transportation, however, the stormwater management requirements may dictate the actual configuration of the curb and sidewalk. NOTE: If there is not adequate space available in the right-of-way to accommodate all of the required infrastructure components (curb, sidewalk and stormwater, if required) in addition to the desired encroachments, the encroachments may not be allowed due to lack of space.
