Hi Jim – Thanks for your email.

I looked back at the numbers I sent you. The numbers for the Multnomah Neighborhood area have changed only slightly since the model run done last year. The spreadsheet I sent you has more detail than the summary I sent you last year. If you add Total Existing Units (2014) to Total Residential Capacity you’ll get the projected capacity total, which is close to what we showed last year. The Total Residential Projected units is included in that projected capacity total.

As for the Multnomah Village Center numbers (as well as other SW centers), you’ll find them on the second tab of the spreadsheet. Let me know if you don’t see them. As I noted, these numbers will be smaller because this latest run reflects the smaller “provisional boundaries” area rather than the ½ mile circle previously used.

I’m happy to go over the numbers with you when you have a few minutes. Hopefully we can connect in the next day or so.

I will also send you shortly the numbers from a model run that was done on June 2, 2015. Again, there won’t be much of a change, but you’ll have the latest numbers.

The number is this report as stated in the email of 6/2/15 are inconsistent with the numbers you supplied 9/9/14. This report does not have a breakout for the MNA center. No explanation has been supplied for the inconsistencies. I have not received the next report. How can the Multnomah Neighborhood Association respond to the Growth Scenarios Report without consistent basic information required to give a informed response. Please have the PSC hearing on the Growth Scenarios Report left open until 30 days after the required information is supplied to the Multnomah Neighborhood Association so that they have time to give an official response.

There seems to be a large discrepancy in the two sets of numbers for Multnomah Neighborhood. It is my understanding both sets have numbers for all the Multnomah Neighborhood Association boundaries. Please give me some insight why the differences exist.

Hi Jim –

Per your email last week attached is the information you were interested in by neighborhood for capacity and projected growth over the next 20 years, as well as the projections for the SW centers. These numbers are from an April 23, 2015 model run. The projected unit number for West District includes both SW and NW.

As usual, a number of caveats/points regarding this information.

- A new set of numbers based on the draft of the Recommended Plan is set to be run in the next week or so. I can get you those numbers when they are available.

- It will be difficult to correlate the neighborhood numbers directly with those of the districts in the Growth Scenarios Report because there are a number of neighborhoods that overlap with the Central City District geography. The numbers for neighborhoods that include a portion of the Central City will reflect that greater capacity and projection, but the Central City District is separate from the West District numbers.

- The projections are not a guarantee, and they do change over time as development continues to happen. The projections are in-part based on past development trends, so if a new trend develops (like Multnomah suddenly seeing more mixed use proposals), the projections could change. If a new mixed use building is built in Multnomah, it would eventually get reflected as an input to our modelling as part of the “past development trend”. The result would be our projection would go up slightly.

- The numbers for Multnomah Village Neighborhood Center look different primarily because these capture only the units within the provisional boundaries as opposed to the half-mile radius circle.

- The Multnomah NA numbers reflect the significant commercial segment along SW Barbur Blvd.

Follow up question. The proposed O'Brien Tower 71 unit Mixed Use Project on Capitol Hwy. between 33 Ave and Star Bucks will absorb a large percent of the projected number of housing units within the center. Have the projections been updated since 9/9/14? What is the projected error?

The Growth Scenarios Report projects 10,000 housing units for all of SW Portland in the 2035 Comprehensive Plan. This analysis shows that Multnomah Neighborhood is projected to receive 11% of the new housing units in all of SW Portland. Will you please provide the same breakdown for the other neighborhoods for comparison.

This chart shows that there are 264 new units projected for the Multnomah Neighborhood Center ½ mile area by 2035. The projected new unit number is lower than under the current plan. This is because a 2.5:1 Floor Area Ratio (FAR) was used for Neighborhood Centers and Corridors in the model as opposed to 3:1 FAR assumed previously.

The numbers for the whole Multnomah Neighborhood geography show an increase, which reflects changes to the assumptions used in the modeling. Specifically, in the modeling a higher FAR (4:1) was used for commercially designated properties in the greater neighborhood that fall within the West Portland Town Center (roughly within half a mile from the “Crossroads” and along Barbur Blvd.). These are shown on the Comp Plan Map with the “Mixed Use – Urban Center” designation.

Here is a break down on the unit numbers by designation for the ½ mile buffer from Village center – though this number is a little off (20 units less) due to having to break it down by designations:
