Dear Design Commissioners:

 

Please find exhibits attached for the 1st Design Review and Major Encroachment Review hearing for 419 E Burnside. Staff has worked with the applicant since the initial Design Advice hearing on October 10, 2013, and the subsequent March 20, 2014 Design Advice hearing, and believes the design is responsive to many of the concerns previously stated by staff and the Commission and is significantly improved from the initial rendition. This memo is to briefly discuss areas of improvement and identify areas still of concern.

 

Staff has noted the following areas of concern which must be sufficiently resolved before staff can recommend full approval of the project:

 

•  Adequate demonstration that RACC has successfully been retained to provide artwork on the north wall (Guideline A5-4, page 7);

 

•  Additional information should be provided to show that signage and lighting have been integrated into the overall design proposal (Guidelines B2, C12, C13, C1-2, page 9);

 

•  Introduction of additional balconies and increase in depth of window recesses, particularly on the east façade (Guidelines C1, C2, pages 10 and 11);

 

•  Reconsideration of the extent of fiber cement panel proposed, the use of metal panel at the ground level, the use of wood at arcade soffits, and extent of window recesses (Guidelines C2, C5, pages 10-12);

 

•  Resolution of the location of garage and loading gates and egress doors relative to the wall plane in a manner that is satisfactory to PBOT and does not compromise the urban environment (Guidelines C1-1, C6, Ground Floor Windows Modification request, and Adjustment request, pages 11-13, 15-16, and 18);

 

•  Better cohesion of all ground level façades, and reconsideration of rooftop organization and extent of box rib screening (Guidelines C5, C11, pages 12-15);

 

•  Extent of Entrance Canopy (Guideline C10, page 14);

 

•  Mitigation for ground floor windows Modification (pages 15-16);

 

•  Maneuverability area for long-term bike parking (pages 16-17); and

 

•  Height of the arcade (pages 20-21).
