SUBJECT: 2007-08 State of the River Report

The State of the River Report informs the Council, partner agencies and the community about progress made toward achieving the City’s river goals. Ordinance 178960 (2004) required the River Renaissance Initiative to compile the report each year in collaboration with eight bureaus: Environmental Services, Parks, Planning, Transportation, Sustainable Development, Development Services, the Portland Development Commission, and Water.

This report—the fourth produced since 2005—describes over 30 river-related accomplishments and key actions, sets forth an agenda of 17 river-related actions, and measures impacts through over 20 progress indicators. In addition, it profiles a number of river efforts by upstream communities and highlights key documents relating to riverfront redevelopment and watershed protection.

Council established the Office of Healthy Working Rivers in January 2009 and charged it with improving inter-bureau coordination of City activities that impact the Willamette and Columbia Rivers and ensuring the continued improvement of the health of these rivers. Consequently, a number of River Renaissance functions—including reporting—are being reassigned to the new Office.

I recommend the Council accept the 2007-08 State of the River Report.
