LAURELHURST NEIGHBORHOOD ASSOCIATION

POLICY ON SCHEDULING PRESENTATIONS AND TAKING POSITIONS

ON ISSUES AS GENERAL MEMBERSHIP MEETINGS

WHEREAS the Laurelhurst Neighborhood Association (LNA) frequently receives requests by individuals, organizations and social groups to allow them to make presentations at general membership meetings;

WHEREAS the LNA frequently receives requests by individuals, organizations and social groups to formally take positions on issues at general membership meetings;

WHEREAS the LNA’s general membership meetings are one of the venues where communications with the community takes place;

WHEREAS the LNA By-Laws state one of the purposes for which the LNA is organized is to promote communication and education within the neighborhood relating to environmental, social and economic issues which may have an impact upon the life and character of the community;

WHEREAS the LNA has not had a written policy for scheduling presentations and taking positions on issues at general membership meetings,

THEREFORE BE IT RESOLVED THAT:

There shall be no campaigning by or for candidates for elected office by any means whatsoever at general membership meetings, and;

The LNA shall not take a position on candidates for elected office, and;

The LNA may hear presentations on political issues to include ballot initiatives within the State of Oregon and take formal positions on these issues, and;

Presentations shall promote communication and education within the neighborhood relating to environmental, social and economic issues which may have an impact upon the life and character of the community, and;

Reasonable effort shall be made to have presentations from the differing viewpoints when there are opposing parties, and;

The LNA shall be neutral with respect to the content of presentations unless a formal position is taken, and;

The LNA Board of Directors present shall be responsible for reviewing all presentations for consistency with this policy and scheduling the presentations, with the exception of additional items for the agenda brought up at the general membership meetings, which shall be reviewed for consistency with this policy and scheduled by the membership.
