Methodology Used

 

The Division Street Project began as a means for the City of Portland to test its �Main Streets� growth concept and for the Oregon Department of Land Conservation and Development to test the Site Specific Plan idea in a �real�world� situation. Southeast Uplift (SEUL) was asked if it was interested in pursuing the project.

 

In addition to using a site as a test case, SEUL was asked to prepare a model plan which could be duplicated in other parts of the city as well as, perhaps, other cities within the state.

 

This section describes the methodology used in choosing the site and project team and the public participation component of the main project.

 

CHOOSING THE SITE

 

Five sites were chosen early in the process as possibilities: SE Belmont Street between 31st (?) and 35th (?); SE Division between 35th Place and 37th Street; the Foster�Woodstock couplet between the freeway interchange and the Y (old Lents); Stark between 81st and 78th (old city of Montavilla), and Hawthorne between 21st and 23rd.
