REQUEST FOR LETTER OF INTEREST

FOR PROJECT COORDINATOR

 

Southeast Uplift, the district coalition for 22 neighborhood associations in southeast Portland, requests proposals from qualified individuals to evaluate the potential of increased mixed commercial-residential at use one of five possible sites in southeast Portland. The money for this project is from the Oregon Land Conservation and Development Commission (LCDC), which seeks model growth management programs which can ideally be replicated in other parts of the Portland metro area and perhaps even in other cities. This project will concentrate on using the Bureau of Planning's "Main Street" Growth Concept as a possibility at the chosen site.

 

This is a short-term contract, based on a small grant from the Bureau of Planning. The Project Coordinator will be responsible for assuring that materials are prepared, that appropriate citizen involvement is part of the entire process, and to assure that the project stays on track.

 

The contract will begin when filled and will last no longer than June 30, 1993. The total amount available will not exceed $1,950. The rate is calculated at $10.00/hr. Details will be negotiated with Southeast Uplift.

 

Qualifications

 

� Experience in project coordination and citizen participation

� Good writing skills

� Access to personal computer equipment and vehicle, valid driver�s

license, and vehicle insurance

� Able to work evenings and weekends - i.e., to meet with volunteers

 

Tasks

 

1)  Help establish a Steering Committee to guide the project.

2)  Compile background information, either through one's own efforts or

  using volunteers.

3)  Help Steering Committee members conceptualize possibilities for a

  development plan.

4)  Hold public meetings to allow local residents to discuss the proposed

  developmentplan, and prepare materials and a method for assuring  

  wide-ranging participation.

 

5)  Prepare informational material to keep all landowners, business

  owners, and nearby residents aware of the progress of the project.

6)  Prepare:

 � Model Site Specific Development Plan

 � Redraft of Model Plan, if necessary, based on Bureau of Planning

  evaluation of compliance of the Model Plan with the City Code

transit station area development around the Hollywood MAX station and the second, increased infill possibilities in Northwest Portland neighborhoods.
