FOR SOUTHEAST PORTLAND MAIN STREETS PROJECT
1. Pragmatic and practical development potential -- capability of near-term
(2-3 years) success in the marketplace
2. The project should:
a. be transit-supportive
b. increase housing (both total units and density)
c. be pedestrian-friendly
d. improve parking
3. Good potential of being an educational tool, both for the immediate
neighborhood residents and those in other areas considering such development
4. Good probability of public-private partnership
5. Support, cooperation, and interest in the project�s success by the
neighborhood association, business district, and the majority of property owners
6. Should serve as a model for use in other areas
7. Should serve as a stimulus for adjacent redevelopment
