I think that the 1/3 insert could be clearer. Here are my thoughts for changes. I underlined what I changed.

Free Insulation

Don’t miss this chance for a warm, cozy winter! If you qualify, Portland’s Block-by-Block Weatherization Program will add insulation to your house, free of charge. Check the box to the right (arrow) to see if your house qualifies.

1.  Both renters and homeowners can participate.

2.  Sorry, apartments are not eligible.

3.  Your house must need insulation (the walls, attic, or crawlspace must have no insulation)

4.  You must live in the City of Portland.

So, you checked the eligibility requirements and believe that you qualify for free insulation. What next?

1.  Come to the City of Portland’s Fix-it Fair and attend a Weatherization Workshop, and fill out a quick application. If you can’t make it to the Fair, call the Energy Office at 823-7222.

2.  Our energy specialist will make an appointment with you to visit your house. We will identify ways to stop cold air leaks and check for insulation.

3.  Based on our analysis, we pay to insulate one area – either the walls, attic, or underfloor (whichever will make the greatest difference).

4.  You get new, free insulation in your house!
