Mailing lists for low income families

• Non-owner occupied houses in certain zip codes. Oregon Title is willing pull up those addresses in certain zip codes where taxes are mailed to other than the site. They don’t have names but they generally mail these to “Our Friends At..” He needs 5-7 working days depending on if this is for the entire City of Portland or just limited zips. 1. What is our budget for sending out these direct mailing letters?
2. How much are our costs per letter including printing and mailing? Are they covered by PGE/sponsor?
3. Are we using the Water Bureau assistance program lists again?

4. Timing: Do they get the letter than come to a fix it fair and hand in insulation application?
