The PCDAC full committee was held at City Hall in the Rose Room

Public Comment: Danielle Brooks, Portland’s new ADA Title II Coordinator gave a brief presentation on her position and agenda for the city. Danielle will be updating the 1993 Transition Plan for the City of Portland. This will include all programs and facilities and will be a part time position. Danielle hopes to work with the PCDAC during this process and will also be working with other city departments and organizations.
Committee Reports:
Transportation: SB-716 task force is ongoing with the city and we will continue to monitor.
A consensus does not look possible at this time. There is a possibility of a Majority/Minority report that will be to city council. The number of disabled placards being used on a daily basis for on-street parking is quite small (.01%) in comparison to the total number of spaces available for able-bodied persons and in the surveyed high use areas only 10% of the available spaces available to the general public. Going back to pre SB-716 would still be the best scenario for the city coupled with increased enforcement and education to the medical community on giving our placards to short time people in need of them.
The committee is also monitoring Tri Met’s board of director’s discussions new fare increases. There will be the annual $.05 increase but also discussions additional increases due to fuel costs. For every .05 cent increase the monthly pass increase equals $2.00. Those on fixed SSI income (elders and people with disabilities) will be adversely affected if costs go higher. It is hope that fares will go no higher than .05 and .05 (fuel) for elders and people with disabilities.
Housing: Still monitoring BHCD and the housing inventory and State of Oregon energy program.

Education: Report combined with Outreach below.
ADA: Working with Portland Parks and other city ADA related issues including WEB Accessibility. The community representative for PCDAC will be Joan Hansen.
Communication and Outreach: O’Malley reported that Education has merged with Communication and Outreach. Ann and Nancy are co-chairing with O’Malley. They will be finishing the PCDAC Brochure and continue putting together materials for training. The committees will identity a core of people to give the training outreach. The committee will complete at least two training sessions this year, fall and winter.
The Awards event this year will be scaled down and may be held at City Hall with an afternoon event. The committee will coordinate the event but will need all members to assist. Meets 12:00 to 1:30 second Tuesday of each month.
An outreach letter has been drafted by Joan and will be coordinated through ONI for mailing to business and organizations updating people in the city and community on the activities of the PCDAC.
Events: Combined with Communication and Outreach above.
Old Business: Nickole indicated we will be interviewing for a PCDAC administration assistant. Jan, David and Michael and Nancy volunteered to help with interviewing.
Jan discussed recruitment for the committee as we have three positions open. All committee members are requested to put forth names for consideration. Nickole will be working on a new application as the current one is considered difficult to fill out. Nominating committee is Jan, David and Michael and any other committee members wanting to participate.
New Business: The Parks Department needs volunteers for the Star Light Parade. Jan Campbell and Jeanne with ILR will participate on behalf of PCDAC.
Nickole brought the issue of newspaper stands being an obstruction on city sidewalks Michael Mills is working on having a permitting process to help with this. This will be taken into the Transportation Subcommittee. Michael Mills will be invited to the next full PCDAC meeting to present this issue.
