ORDINANCE No. 182917

 

* Apply for a $500,000 competitive grant from the U.S. Department of Justice, Office of Community Oriented Policing Services, FY2009 Secure Our Schools Program for the development of school safety resources (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The U.S. Department of Justice (USDOJ), Community Oriented Policing Services (COPS)

Secure Our Schools program provides funding to local governments to assist with the development of school safety resources.

 

2.  The City of Portland, Oregon Police Bureau wishes to apply for the USDOJ COPS
FY2009 Secure Our Schools grant. The solicitation is open to local law enforcement agencies that have primary law enforcement authority within a partner primary or secondary school.

 

3.  The USDOJ will reimburse the City a maximum of $500,000 for eligible program expenses, which include a card key swipe system for 10 Portland Public School high schools, the rekeying of each high school building and the removal of exterior door handles from the building doors no longer used for ingress and egress thus preventing unauthorized access to school buildings.

 

4.  The grant requires a local cash match of 50 percent. The Portland Public School District has agreed to provide the match, up to, and including $500,000.

 

5.  The grant period is October 1, 2009, through September 30, 2011.

 

NOW, THEREFORE, the Council directs:

 

a.  The Mayor is hereby authorized to make application to the U.S. Department of Justice, Office of Community Oriented Policing Services for a competitive grant in a form substantially in accordance with the application attached as Exhibit A.

 

b.  The Mayor is authorized to provide such information and assurances as are required for the grant period.

 

Section 2. The Council declares an emergency exists because delay in proceeding with this application may result in not receiving funding. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
