ORDINANCE NO. 182795

 

* Amend subrecipient contract with Immigrant and Refugee Community Organization to revise the total contract amount not to exceed $196,411 for support services and technical assistance and provide for payment (Ordinance; amend Contract No. 38179)

 

The City of Portland ordains:

 

Section 1. The Council finds that:

 

1.  The City is committed to having economic opportunity for all its residents.

 

2.  The key objective of the Economic Opportunity Initiative is to increase the incomes and/or assets of discrete groups of residents with incomes at 50% or below the median family income.

 

3.  The City of Portland, Bureau of Housing and Community Development (BHCD) has signed Contract No. 38179 with Immigrant and Refugee Community Organization to carry out the key objective of the Economic Opportunity Initiative.

 

4.  BHCD now desires to increase the funding of the contract by $19,542 of which $18,500 is for support services and provided in the approved 2007-08 CDBG Carryover Fall BUMP; and $1,042 is for technical assistance and provided in the approved 2008-09 CDBG Budget.

 

5.  The additional funding will enhance the capabilities of the program to retain currently enrolled participants who have been affected by layoffs due to the recession.

 

NOW THEREFORE, the Council directs that:

 

a.  BHCD’s Interim Director and the City Auditor are hereby authorized to amend contract #38179 with Immigrant and Refugee Community Organization in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

 

b.  The Mayor and the City Auditor are hereby authorized to draw and deliver warrants chargeable to the FY 2007-08 Fall BUMP and FY 2008-09 Budget when demand is presented and approved by the proper authority.

 

SECTION 2. The Council declares that an emergency exists because delay in funding would interrupt Immigrant and Refugee Community Organization's ability to carry out the project; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
