ORDINANCE NO. 182644
* Authorize Intergovernmental Agreement with Housing Authority of Portland in the amount of $371,000 for demolition and infrastructure costs associated with the redevelopment of New Columbia and provide for payment. (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. The Housing Authority of Portland (HAP) redeveloped the Columbia Villa housing project at a projected cost estimated at $135 million to provide a mixed income community consisting of up to 850 households, new parks, new public facilities, new businesses and a new school. HAP’s primary funding source was a $35million HOPE VI Grant from the U.S. Department of Housing and Urban Development (HUD).
2. In June of 2001, City Council adopted Resolution No. 36001 that committed City resources in the amount of $20,000,000 to the project.
3. The City of Portland, Bureau of Housing and Community Development provided funding in the form of CDBG funds for demolition and public infrastructure improvements in contract #34981.
4. In order to fulfill the City’s commitment referenced earlier, BHCD will execute an agreement in the amount of $371,000, which are the last remaining funds owed to HAP for this project.
5. City Council now desires to enter into a formal agreement with HAP in the amount not to exceed $371,000 to support CDBG eligible activities of demolition and infrastructure activities taken place at New Columbia.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works and the City Auditor are hereby authorized to enter into an intergovernmental agreement with HAP for the provision of rental housing development in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).
b. The Mayor and the City Auditor are hereby authorized to draw and deliver warrants chargeable to the FY 2008-09 Budget when demand is presented and approved by the proper authority.
SECTION 2. The Council declares that an emergency exists because delay in funding would interrupt Housing Authority of Portland's ability to close out the project; therefore, this ordinance shall be in force and effect from and after its passage by Council.
