ORDINANCE NO. 182591

* Amend subrecipient contract with Cascade AIDS Project for an additional $141,035 for tenant-based rental assistance and provide for payment. (Ordinance; amend Contract No. 38345)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The City has been awarded funds from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development to fund projects to assist individuals with HIV/AIDS within a seven-county area known as the Portland Eligible Metropolitan Statistical Area (EMSA).

2.  Cascade AIDS Project has consistently provided support to the HIV community through a supportive service program including rent assistance.

3.  The Bureau of Housing and Community Development allotted an additional $6,000 in General Funds to provide for staff training and an increase of $135,035 in HOPWA funds to provide for additional rent assistance.

4.  Total compensation under this amended contract shall not exceed $642,013.

NOW THEREFORE, the Council directs that:

a.  The Bureau Director or designee and Auditor are authorized to execute an agreement with the Cascade AIDS Project for the amount of $642,013, for the purpose described in Exhibit A (attached to original ordinance only).

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the BHCD operating fund budget when demand is presented and approved by the proper authority.

SECTION 2. The Council declares that an emergency exists because delay in funding would interrupt Clark County’s ability to provide rent assistance; therefore, this ordinance shall be in force and effect from and after its passage by Council.
