ORDINANCE No. 182611

Authorize Management Agreement with Columbia Slough Watershed Council for its management and use of Whitaker Ponds Natural Area. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  Portland Parks and Recreation has management responsibilities for the Whitaker Ponds Natural Area in NE Portland.

2.  Columbia Slough Watershed Council (CSWC) and the City, through Parks and Bureau of Environmental Services, have a long-standing and successful working relationship that allows them to provide educational programs, outreach events and recreational opportunities at Whitaker Ponds.

3.  A primary goal of the 2006 Whitaker Ponds Master Plan is the continued use of the site for environmental education programs in partnership with CSWC.

4.  The Management Agreement will allow CSWC to continue to locate its offices and classroom space at Whitaker Ponds. To make this possible, CSWC will make improvements to an existing house on the property.

5.  Under the Management Agreement CSWC will also continue to provide educational opportunities and take an increased role in the overall management of Whitaker Ponds.

NOW, THEREFORE, The Council Directs:

a.  The Director of Parks is authorized to execute a management agreement with Columbia Slough Watershed Council for management and use of Whitaker Ponds Natural Area. Such agreement shall be in a form generally like the form of agreement attached hereto, as approved as to form by the City Attorney.
