ORDINANCE NO. 182609

* Amend contract with Pyramid Communications for additional services and funding to enhance the presentation for the Bureau of Housing and Community Development FY 2009-2010 budget to City Council and provide for payment (Ordinance; amend Contract No. 30000161)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The Bureau of Housing and Community Development (BHCD) has entered contract #30000161 with Pyramid Communications in the amount of $15,000.

2.  Pyramid Communications has assisted BHCD in preparing and leading a City Council work session to address the sustainability of BHCD’s fiscal year 2009-2010 budget in the face of flat and declining City revenue.

3.  Pyramid, through a subcontract, also assisted BHCD in preparing its FY 2009-10 Requested Budget by conducting a community priorities survey.

4.  BHCD desires to amend contract #30000161 for additional services to complete and enhance the presentation to City Council and to conduct a community priorities survey; and for additional compensation which is necessary and shall not exceed $8,300 for a total revised contract amount of $23,300.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works and the City Auditor is hereby authorized to execute an amendment to contract #30000161 between the City and Pyramid Communications as outlined in a form substantially in accordance with the amendment attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said amendment from the BHCD’s General Fund FY 2008-09.

SECTION 2. The Council declares that an emergency exists because delay in funding would interrupt Pyramid Communications’ ability to provide the services; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
