ORDINANCE No. 182537

 

Authorize Intergovernmental Agreement with Metro to accept $10,000 for alignment and cost estimate to construct a portion of the Willamette Greenway Trail at Willamette Cove (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  Metro purchased the Willamette Cove property in 1996 with Greenspaces Bond funds as a natural area, including public access for nature-based recreation.

 

2.  The City’s Comprehensive Plan Map and the proposed River Plan North Reach map shows a public recreational trail designation on the site for the Willamette Greenway Trail

 

3.  the City and Metro have committed to partnerships wherever possible to complete the Willamette Greenway Trail as an off-street path close to the river

 

4.  The North Portland Greenway group has worked with City Bureaus, and State Rep Tina Kotek to ensure that the trail is constructed on the site in keeping with Metro and the City’s goals for the regional trail system and access to the river.

 

5.  Contamination at the Willamette Cove site and the adjacent McCormick Baxter Superfund site has prevented using the property as originally intended, but has now been remedied to the extent that a final trail alignment can be located and a cost estimate for construction can be developed

 

6.  PPR will use Metro funding to procure and manage a professional services contract as specified in the attached agreement, to complete the trail alignment and cost estimating work in preparation for future trail construction.

 

NOW, THEREFORE, The Council Directs:

 

 a.  Director of Portland Parks and Recreation and City Auditor is hereby authorized to enter into an intergovernmental agreement with Metro, subject to the agreement being approved as to form by the City Attorney, , in order to accept funding in the amount of $10,000 for trail alignment and cost estimating work.
