ORDINANCE No. 182511
Authorize a contract with Brown and Caldwell for professional engineering services for the Columbia Boulevard Wastewater Treatment Plant Chemically Enhanced Primary Treatment Project No. E08910 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Columbia Boulevard Wastewater Treatment Plant (CBWTP) treats the City's wastewater in accordance with State of Oregon Department of Environmental Quality (DEQ) issued NPDES permit requirements. Recent facilities planning effort has shown that projected wet weather flow from Eastside and Westside CSO may cause the CBWTP wet weather treatment to exceed permit limits. The Facilities Plan Update recommended Chemically Enhanced Primary Treatment (CEPT) to reliably treat wet weather flows in the plant's primary clarifiers.
2. The Bureau of Environmental Services (BES) has a need of a consulting engineering firm to provide engineering services for the CBWTP CEPT, Project No. E08910.
3. The consultant selection has been conducted in accordance with Chapter 5.68 of the Code of the City of Portland.
4. The established cost is $765,548.00. The cost estimate rating is high. Funds are available in the Sewer System Operating Fund, FY 2008-09 Budget, Bureau of Environmental Services, Project Number E08910, Account No. 521000.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Affairs and Auditor are authorized to execute a contract with Brown and Caldwell substantially in conformance with the contract attached hereto as Attachment “A”, for the purpose described in Section 1, in the amount of $765,548.00.
b. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
