ORDINANCE No. 182504

Authorize a contract and provide for payment for construction of the Digester Expansion Project at the Columbia Boulevard Wastewater Treatment Plant, Project No. E08106. (Ordinance)

The City of Portland ordains:

Section 1.  The Council finds:

1.  The Columbia Boulevard Wastewater Treatment Plant treats the City’s wastewater biosolids in accordance with State of Oregon Department of Environmental Quality issued NPDES permit requirements.

2.  The Bureau of Environmental Services must expand the anaerobic digestion capacity of the Columbia Boulevard Wastewater Treatment Plant to continue to meet Federal Regulations governing the treatment and beneficial re-use of wastewater biosolids.

3.  There are currently four primary anaerobic digesters at the Columbia Boulevard Wastewater Treatment Plant with a total volume of 10 million gallons. The project will add two additional anaerobic digesters, increasing digester volume by 5 million gallons.

4.  The estimated construction cost is $27,500,000. The level of confidence in the estimated construction cost is moderate. Funds are available in the Sewer System Operating Fund, FY 2008-09 Budget, Bureau of Environmental Services, BES Project No. E08106.

NOW, THEREFORE, the Council directs:

 a.  The Commissioner of Public Affairs and Auditor are authorized to execute a contract with the lowest responsible bidder for the purpose described in Section 1.

 b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
