ORDINANCE No. 182499

 

Authorize a sole source agreement with Hansen Information Technologies for the implementation of the Hansen v8 Migration software to manage the sewer and stormwater linear assets of the collection system (Ordinance)

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The Hansen software application is used to manage the sewer and stormwater linear assets of the BES collection system. The current Version 7, in use since June 2000, tracks over 370,000 assets that are uniquely organized in a network of lines and points.

2.  Upgrading the Hansen software from the client/server Version 7 to the web services Version 8 provides an application that is easier to use, easier to support, up-to-date with current technology, and that will allow the flexibility necessary for including new types of assets, such as those associated with green stormwater initiatives.

3.  Hansen Version 7 was implemented mainly for use as an asset management work order system. Today, in addition to a more robust work order management system, there is need for additional information about location, attributes, ownership, and warranty for a larger number of work groups involved in asset planning, permitting, and engineering. Upgrading to Hansen Version 8 will accommodate meeting the information requirements of a wider audience with more diverse needs for data than the current Version 7 can provide.

4.  This is a sole source contract and the competitive requirements of PCC 5.68 and the PTE Manual are being waived.

5.  The estimated cost is not to exceed $218,000. Funds are available in the Sewer System Operating Fund, FY2008-09 Budget, Bureau of Environmental Services, Cost Center ESBS000005, Functional Area PUASIMAM000000BE.

NOW, THEREFORE, the council directs:

 

a.  The Purchasing Agent is hereby authorized to execute an agreement with Hansen for the project described in Section 1 hereof, as long as it is Approved as to Form by City Attorney.

b.  The Director of the Bureau of Environmental Services is authorized to execute amendments to this agreement that do not exceed 25% of the original not to exceed amount.

 

 

c.  The Mayor and Auditor are hereby authorized to pay Hansen, chargeable to the BES budget, in an estimated sum not to exceed $218,000 when demand is presented and approved by the proper authority.
