ORDINANCE No. 182498
*Authorize a contract and provide for payment for the construction of Fenwick Basin Sewer Rehabilitation Project No. E08281 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The existing pipes located on N Kilpatrick St between N Fenwick Ave and N Interstate Ave, N Winchell St between N Fenwick Ave and N Denver Ave, and N Farragut St between N Brandon Ave and N Denver Ave are severely deteriorated containing large holes, defective laterals, broken joint, cracks and sags.
2. The Bureau of Environmental Services has prepared plans and specifications for replacing the
existing sewer mains, service laterals, and manholes.
3. The Bureau of Environmental Services requires the furnishing of materials and labor for this project.
4. The established cost is $770,000. The level of confidence for this project is optimal. Funds are available in the Sewer System Operating Fund, FY 2008-09 Budget, Bureau of Environmental Services Project Number E08281.C60.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Affairs and Auditor are authorized to execute a contract with
the lowest responsible bidder for the purpose described in Section 1.
b. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because critical condition of the existing pipes requires immediate replacement. Any delay may jeopardize the integrity of the sewer system and impact public safety and health; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
