ORDINANCE No. 182495

 

*Authorize a Letter of Agreement with the Portland Fire Fighters Association to address the compensation of all bargaining unit members for pre-authorized hours worked above members’ normally scheduled shifts (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The implementation of the City’s new payroll system revealed that the Portland Fire Bureau has a long-standing overtime compensation practice that is inconsistent with City rules.

 

2.  The City and PFFA have signed a Letter of Agreement that provides all bargaining unit members compensation at the FLSA overtime rate (time and one half) for all pre-authorized hours worked over and above the members’ normally scheduled work shift.

 

3.  The terms and conditions of the proposal have been memorialized by the Letter of Agreement.

 

NOW, THEREFORE, the Council directs:

 

a.  The City Council approves the Letter of Agreement attached to this Ordinance marked as Exhibit “A” that by this reference is made a part hereof.

 

Section 2. The Council declares that an emergency exists because the orderly implementation of the provisions of the labor agreement would be unnecessarily delayed; therefore, this ordinance shall be in force and effect after its passage by the Council.
