*Authorize 32 contracts with 25 firms for on-call services as required in support of Portland Parks & Recreation projects (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Portland Parks & Recreation requires professional services for appraisal, construction management, graphic design, public relations, hazardous materials testing & abatement, special inspections, CADD, permit specialist, and geotechnical services in support of various projects.
2. While in some instances Portland Parks & Recreation has expertise on staff to accomplish these types of tasks, the amount of work of this type anticipated in upcoming years will exceed the bureau's ability to perform them and will require services by outside firms.
3. The establishment of on-call service contracts based upon estimated amounts of work without a specific City commitment to purchase any given amount of service is in the best interests of the City to accomplish these tasks within the time required. On-call contracts for these services facilitate long-term planning, increase control, and provide for an uninterrupted supply of needed services.
4. Contracting for professional, technical, and expert services in this method represents an innovative, cost-effective method of service procurement without compromising the Code requirements for competition and minority and women owned business outreach.
5. On-call contracts allow the issuance of Task Orders against the contract, authorizing the contractor to proceed with specific work as established by the City.
6. Portland Parks & Recreation has advertised and received proposals in accordance with section 5.68 of the City Code, for the purpose of entering into these contracts. These contracts are the result of a competitive process in accordance with Section 5.68 of the City Code.
6. All proposals have been evaluated against defined criteria by a selection committee. The selection committees have recommended a total of thirty-two (32) contracts with twenty-five (25) firms to provide these ten service areas as required for a three-year period.
7. The firms and disciplines for the thirty-three (32) contracts are:

8. Work will be rotated among the firms within each discipline as equally as practicable. Each work order will be based upon a specific project with a not-to-exceed dollar value.
9. The value of each contract for the three-year term varied depending on the service area; it is listed in the table below.

NOW, THEREFORE, The Council directs:
a. The Purchasing Agent is authorized to execute contracts substantially in accordance with the sample contract attached hereto as Exhibit A, with firms as listed above and by reference made a part hereof.
b. That all contracts entered into under the terms of this Ordinance shall have an expiration date of January16th 2012 (or three years from the date when every party has signed this contract, whichever is later), with the City’s option to renew for two (2) additional years for a contract total of five (5) years.
c. The Commissioner of Parks and Auditor are hereby authorized to provide for payment chargeable to the applicable budgets when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists in order that the City may respond to bureau needs without delay; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
