ORDINANCE NO. 182493
* Amend subrecipient contract with Salvation Army by an additional $268,686 for the SAFE project for emergency shelter and housing placement and provide for payment (Ordinance; amend Contract No. 38289)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. Funding to provide outreach, permanent housing placement and home-based retention services to homeless women meets the goals and objectives of the Bureau of Housing and Community Development (BHCD).
2. The Salvation Army has successfully provided these services for homeless adults.
3. BHCD executed subrecipient contract no. 38289 with Salvation Army to provide emergency shelter and housing placement services homeless women.
4. The established increase is $268,686 for a total compensation not to exceed $834,240 to provide the SAFE Program.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Salvation Army in a form substantially in accordance with the agreement attached as hereto Exhibit A (attached to the original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Bureau of Housing and Community Development General Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Salvation Army’s ability to provide emergency shelter; therefore, this ordinance shall be in force and effect from and after its passage by Council.
