LETTER OF AGREEMENT

 

 The parties to this Letter of Agreement are the City of Portland (City), on behalf of the Bureau of Development Services (Bureau), and AFSCME Local 189 (Union).

 

BACKGROUND

 

1.  The City has a labor agreement with the District Council of Trade Unions (DCTU) that is in effect from July 1, 2006 through June 30, 2010.

2.  The Union is a member of the DCTU and signatory to the labor agreement.

3.  The Union is the exclusive representative of employees in the classification of Structural Inspector (Job Classification Number 2175).

4.  Larry Wright, a Structural Inspector with an Oregon A Level Mechanical Inspector certification began performing mechanical inspections as well as structural inspections on December 3, 2007.

5.  On June 26, 2008 the City notified the Union of a change to the classification specification for Structural Inspector classification specifications. The change adds the requirement for certain positions to have commercial and residential mechanical inspector certifications. This change will enable incumbents to perform mechanical inspections at job sites where they are already present. A copy of the Structural Inspector classification description is attached.

6.  Building/Mechanical Inspectors in the Commercial Inspections Division who obtain and begin to use both “A” level Structural and “A” level Mechanical certifications have $.80 added to their base hourly wage.

7.  There is no similar differential for Structural Inspectors who obtain and use an “A” level Mechanical certification.

 

AGREEMENT

 

1.  The parties agree that Structural Inspectors who obtain and begin to use both “A” level Structural and “A” level Mechanical certifications have $.80 added to the base hourly wage.

2.  The parties further agree to pay Larry Wright the $.80 per hour for all hours paid since he obtained and began to use both the “A” level Structural and “A” level Mechanical certifications on December 3, 2007.

3.  This Agreement will become effective upon ratification by the Union and the approval by City Council through the ordinance process.
