ORDINANCE No. 182485

*Authorize a Letter of Agreement with the District Council of Trade Unions for terms and conditions of employment of certain employees classified as Structural Inspectors in the Bureau of Development Services. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  On June 26, 2008 the classification specification for Structural Inspectors required employees assigned to certain positions to have commercial and residential mechanical inspector certifications.

2.  The City and AFSCME Local 189 have signed a Letter of Agreement that provides Structural Inspectors who obtain and begin to use both an “A” level Structural Inspector certification and an “A” level Mechanical certification will have $.80 added to their base hourly wage. The Letter of Agreement further provides that Larry Wright, a Structural Inspector who has both an “A” level Structural Inspector certification and an “A” level Mechanical certification and began to use them on December 3, 2007, shall receive the $.80 per hour for all hours paid since that date.

3.  The terms and conditions of this practice have been reduced to a Letter of Agreement that the Council should approve.

NOW, THEREFORE, the Council directs:

a.  The City Council approves the Letter of Agreement attached to this Ordinance marked as Exhibit “A” that by this reference is made a part hereof.

Section 2. The Council declares that an emergency exists because delay would unnecessarily delay the orderly implementation of the provisions of the labor agreement; therefore, this ordinance shall be in force and effect from after its passage by the Council.
