*Execute a grant agreement with Oregon Trout to fund capacity-building activities for the Sandy River Basin Partners (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Portland Water Bureau has worked with a partnership of Federal, State, and Local government agencies and non-governmental organizations called the Sandy River Basin Partners (Partners) to develop a Sandy River Basin Salmon Habitat Conservation and Restoration Strategy (Strategy).
2. The Strategy complements and builds on the actions of the Water Bureau’s Bull Run Water Supply Habitat Conservation Plan (HCP) approved by City Council on October 1, 2008. The HCP contains a sizeable Habitat Fund from which the City will expend City money to improve habitat conditions in the Sandy Basin. The HCP also commits habitat funds to build the organizational capacity of the Partners to implement the basin-wide Restoration Strategy.
3. The City wants to enter into a Grant Agreement with Oregon Trout in the amount of $25,000 to help the Partners build their capacity to obtain non-City funding for habitat work in the Sandy Basin. The work will advance the City’s long-term interest in rebuilding fish stocks in the Sandy Basin consistent with its commitments in the HCP.
4. Oregon Trout will provide the services to the Partners, both through its own activities and through contracting with other organizations or persons, and will be directed in its efforts by a Steering Committee of the Partners.
5. City funding for the grant will be from the $9 million Habitat Fund as defined in the HCP.
NOW, THEREFORE, The Council directs:
a. That the Portland Water Bureau Administrator and Auditor are authorized to execute on behalf of the City a grant to Oregon Trout not to exceed $25,000 for the six-month period of January through June 2009.
b. That the Portland Water Bureau Administrator and Auditor are hereby authorized to pay for said grant for capacity building to implement the Short-Term Sandy River Basin Salmon Habitat Conservation and Restoration Strategy.
The Water Bureau Administrator is authorized to pay for $25,000 for said grant from account, 529100, fund center WO1212.CE.
c. Amendments increasing the total compensation to the Grant Agreement may be agreed to and executed by the Portland Water Bureau Administrator up to twenty-five percent of the total agreement amount. Any increase exceeding twenty-five percent of the total compensation would need City Council approval.
Section 2. The Council declares that an emergency exists because the products of the authorized work are intended to help implement a parallel ongoing effort with a significant milestone in spring 2009. Therefore this ordinance shall be in full force and effect from and after its passage by the Council.
