ORDINANCE No. 182479

 

*Amend Intergovernmental Agreement with Oregon Department of Transportation to extend the bid let date for the NE Alderwood Air Cargo Access Improvements at NE 82nd Ave and NE Cornfoot Rd (Ordinance; amend Contract No. 52890)

 

The City of Portland ordains:        

 

Section 1.  The Council finds:

 

1.  The Port of Portland is required to make improvements to the intersections of two intersections on NE Alderwood Rd, NE Cornfoot Rd and NE 82nd Ave. in accordance with the Conditional Use Master Plan prepared for the Portland International Airport and the Environmental Impact Statement for the Portland International Center.

 

2.  The Port of Portland received $1,370,000 for the project from the 2003 Oregon Transportation Infrastructure Act (OTIA) Modernization Program.

 

3.  The Port of Portland and the City of Portland entered into Intergovernmental Agreement No. 52890 on July 6, 2007, for the City to manage and construct several projects on City facilities including this project. As part of the agreement the Port of Portland agreed to be responsible for the $158,000 local match and any additional costs not covered by this agreement.

 

4.  This agreement will allow the Portland Bureau of Transportation to construct the project with reimbursement from the Oregon Department of Transportation (ODOT).  

 

5.  The Bureau’s level of confidence in the cost estimates for this project is moderate, the project is in the design phase.

 

NOW, THEREFORE, the Council directs:

 

a.  The Mayor and the Auditor are authorized to amend Contract No. 52890 with the Oregon Department of Transportation to extend the bid let date for the NE Alderwood Air Cargo Access Improvements at NE 82nd and Avenue and NE Cornfoot Rd, similar in form to the amendment attached to the original of this Ordinance.

 

Section 2. The Council declares that an emergency exists because delays in completing this contract with ODOT have adversely affected the schedule agreed to with the Port of Portland for this project; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
