ORDINANCE No. 182478
Authorize a grant agreement with Historic Portland Public Market Foundation to provide $50,000 to assist in design, engineering, cost estimate and business planning costs for the Portland Public Market proposed site at the west end of the Morrison Bridge (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Historic Portland Public Market Foundation (HPPMF) is a local non-profit with diverse support throughout the city, county and Metro area.
2. HPPMF has previously established relationships with central city neighborhood groups, business associations, food entrepreneurs, local farmers, Travel Portland and the joint city/county Food Policy Council, as well as city, county and federal officials.
3. HPPMF is the sole organization dedicated to establishing a full-time, year-round Public Market to support the regional food economy by providing a central venue for all Portlanders to gain access to culturally appropriate fresh foods at everyday prices.
4. HPPMF will provide education to local community groups about where their food comes from, how it is grown, and how to sustain personal health while supporting a healthy, regional food economy. The Public Market will be a catalyst for economic development, showcasing the regional food economy for local and visiting customers.
5. On December 8, 2004, Portland City Council authorized a grant application to HUD to assist the city in architectural and engineering design for the Portland Public Market. HUD announced approval of Special Project grant B-04-SP-OR-0626 for $99,410 to the City of Portland, as funded by Congress in the VA-HUD Independent Agencies Appropriations Act for FY 2004 (PL 108-199) and as described in the Conference Report accompanying the Act (HR 108-401). Funds remaining in this federal grant total $50,000.
NOW, THEREFORE, the Council directs:
a. The Mayor and Auditor are authorized to enter into an agreement to provide $50,000 to assist in design, engineering, cost estimating and business planning costs for the Historic Portland Public Market Foundation’s proposed site at the west end of the Morrison Bridge.

Section 2. The Council declares that an emergency exists in order to begin immediate implementation of the new bureau structure. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
