ORDINANCE No. 182464
*Merge the Bureau of Planning and the Office of Sustainable Development into the Bureau of Planning and Sustainability (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Planning has an outstanding record of guiding Portland's growth and development toward the thriving, livable city that it is today.
2. The Office of Sustainable Development has pioneered many policies and programs that integrate environmental, economic, and social benefits.
3. By merging the Office of Sustainable Development and the Bureau of Planning, Portland will ensure that sustainability principles shape the core of everything we plan and do.
4. This merger will strengthen Portland’s position as the global epicenter of sustainable practices and commerce.
NOW, THEREFORE, the Council directs:
a. The Office of Sustainable Development and the Bureau of Planning are hereby merged into the Bureau of Planning and Sustainability.
b. The new Bureau will be responsible for the work now assigned to each of the individual bureaus, except that the River Renaissance work will be separately assigned.
c. The Bureau of Planning and Sustainability is directed to develop amendments to City Code Chapter 3.111 Office of Sustainable Development to establish the duties and responsibilities of the Bureau of Planning and Sustainability and bring those amendments to Council.
Section 2. The Council declares that an emergency exists in order to begin immediate implementation of the new bureau structure. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
