ORDINANCE No. 182463
*Authorize a contract with the lowest responsible bidder for the Oak B Sewer Relief and Reconstruction Project No. E08300 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Sewers in the Oak B drainage basin are over eighty years old. They are structurally deficient, undersized and in need of replacement. This project was identified as part of a preliminary design study done for the Oak and Beech/Essex drainage basins.
2. The Oak B Project area is roughly bounded by NE Davis, SE Oak, Tenth Avenue and SE 22nd Avenue.
3. The estimated cost is $12.2 million. Level of confidence is optimal. Funds are available in the Sewer System Operating Fund, FY 2008-09 Budget, Bureau of Environmental Services, WBS Code E08300.C60.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Utilities and Auditor are authorized to execute a contract with the lowest responsible bidder for the purpose described in Section 1.
b. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because a delay creates a greater risk of interference with another City project that will be constructed in the same area. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
