ORDINANCE No. 182461

 

*Authorize application to the National Institute of Health for a grant in partnership with Portland State University for $10,000 annually for 5 years for translating basic behavioral and social science discoveries into interventions to reduce obesity (Ordinance)

 

 

The City of Portland ordains:  

 

Section 1.  The Council finds:

 

1.  A funding opportunity exists in a cooperative agreement application with Portland State University and other partners with the goal of translating findings from basic research on human behavior into more effective interventions to reduce obesity and improve obesity-related behaviors.

2.  Portland SmartTrips and other incentive-based programs have shown measurable and consistent reductions in drive-alone trips and increases in walking, bicycling, transit and carpool trips.

3.  Studies show that trips by walking, bicycling, and transit increase an individual’s physical activity.

4.  The interventions included in this application include strategies such as SmartTrips and other incentive-based interventions aimed at promoting weight loss and/or preventing weight gain.

5.  This grant funds a 5-year study to demonstrate the efficacy of SmartTrips and other incentive-based programs in reducing obesity and increasing physical activity.

6.  A draft of the grant application is attached as Exhibit A.

 

7.  The Bureau’s level of confidence in the cost estimates for this project is 75%. Portland State University and the other partners involved in soliciting this grant from the National Institute of Health will need the flexibility to adjust the scope and timeline if the proposal is accepted.

 

 

NOW, THEREFORE, the Council directs:

 

a.  That the Mayor and Auditor are hereby authorized to make application with National Institute of Health in partnership with Portland State University for $10,000 annually for 5 years.

 

Section 2.
