ORDINANCE No. 182455
*Revise Excused Time Pilot Program for employees of the Bureau of Development Services for a period to end September 30, 2009 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Development Services is experiencing a significant reduction in certain aspects of the bureau’s work due to the worsening economy.
2. The Bureau is looking at various ways to reduce costs during known economic downturns.
3. Excused Time (E-Time) policy was passed by City Council on December 10, 2008. Since then no employees have requested E-time. Employees have found that the five (5) day minimum is too restrictive.
4. Reducing the minimum from five (5) days to one (1) day will enable more staff to take advantage of E-time and thus save bureau costs.
5. Allowing staff to be paid for a holiday adjacent to days where the employee is using E-time will enable more staff to use E-time and thus save bureau costs.
6. Bureau of Development Services estimates a savings of $55,352 based on an average of ten (10) employee’s participating in this program (Exhibit B).
NOW, THEREFORE, the Council directs:
a. To implement the E-Time Pilot Program for the Bureau of Development Services as outlined in Exhibit A.
Section 2. The Council declares that an emergency exists in order expedite potential savings and offset existing revenue reductions for the Bureau of Development Services. E-Time Pilot Program action may occur without delay; therefore, this ordinance shall be in force and effect from after its passage by the Council.
