ORDINANCE No. 182454

 

* Authorize a grant agreement with Portland Community College for the Evening Trades Apprenticeship Preparation to establish a pilot project to create access to a pool of work ready applicants in the City construction and other related positions (Ordinance).

 

The City of Portland ordains:

 

Section 1. The Council finds that:

 

1.  Established in 1998 by the Housing Authority of Portland (HAP) and currently housed with Portland Community College, ETAP is a pre-apprenticeship program offering employment success by providing training-to-employment in careers related to the construction trades.

 

2.  ETAP currently has 242 graduates of the described program.

 

3.  ETAP provides pre-assessment, training and scheduling coordinating, job coaching and retention during and after training for up to two years.

 

4.  ETAP and its partners provide initial job placement assistance following successful program completion. In addition, retention services are provided to graduates once they are placed in a job.

 

5.  Council wishes to show its support for Evening Trades Apprenticeship Preparation (ETAP) by providing funding for a pilot project to create access to a pool of work ready applicants in the City’s construction related jobs.

 

 

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Safety is hereby authorized to execute a grant agreement for $45,000 in one-time funds to Portland Community College substantially in conformance with the agreement attached as Exhibit A to the original of this Ordinance.

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the General Fund when demand is presented and approved by the proper authority.

Section 2. The Council declares that an emergency exists because any delay in providing grant funding to allow Evening Trades Apprenticeship Preparation (ETAP) to expeditiously proceed with procuring appropriate services would harm the public interest; therefore, this ordinance shall be in full force and effect from and after its passage by Council.
