ORDINANCE No. 182441

 

 

* Amend Intergovernmental Agreement with Metro for City CarpoolMatchNW Maintenance 2007-08 to add $30,000 and extend the terms through June 30, 2009. (Ordinance; amend Contract No. 928129)

 

 

The City of Portland ordains:  

 

Section 1.  The Council finds:

 

1.  Federal Congestion Mitigation and Air Quality (CMAQ) funds are available through Metro for Transportation Demand Management (TDM) programs, including developing regional policies and implementing programs.

 

2.  Metro has been directed through their TDM regional program planning process to allocate a portion of these CMAQ funds to the City of Portland in support of CarpoolMatchNW. CarpoolMatchNW is a rideshare/carpool project initially funded by the Climate Trust to develop, encourage and fund projects that help reduce the emission of greenhouse gases.

 

3.  The parties entered in to a contract on July 1, 2007, and wish to extend the existing contract through June 30, 2009.

 

4.  These funds will support Portland Office of Transportation (PDOT) to continue achieving its goals of reducing vehicle miles traveled and CO2 emissions, as well as support Metro in its efforts to encourage the use of transportation options throughout the region.

 

5.  The Bureau’s level of confidence in the cost estimates for this project is optimal.

 

NOW, THEREFORE, the Council directs:

 

a.  That the Commissioner-in-Charge and Auditor are authorized to amend contract No. 928129, City of Portland CarpoolMatchNW Maintenance 2007-08, with Metro to add $30,000 and extend the terms through June 30, 2009.

 

Section 2.  The Council declares that an emergency exists because the parties wish to continue the work immediately; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
