*Authorize application to TriMet for a grant in the amount of $100,000 for the Missing Links bikeway network completion project (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  Through its “Jobs Access and Reverse Commute” grants program, TriMet is soliciting projects from agencies in the Portland region to be implemented in 2009 and 2010. Eligible projects include employment shuttles, bicycle projects, marketing projects or travel trainings that connect low income workers to major employment centers in the region, as identified in the 2006 Coordinated Human Services Transportation Plan.

2.  The Vision for the Portland Office of Transportation (PDOT) calls for a balanced, multi-modal transportation system where residents will have a broad range of safe and convenient transportation options and will frequently walk, bicycle, carpool, or ride public transit as their first choice of transportation.

3.  PDOT has identified a package of “Missing Links” bikeway network projects that fit the Jobs Access and Reverse Commute grant criteria and are seeking Council authorization to apply for grants totaling $100,000.

4.  The applicants’ level of confidence in the cost estimates for these projects is high.

5.  If the grant is approved by TriMet the award, with budgetary and work program implications, will be submitted to the City Council for the Council’s final approval and acceptance.

NOW, THEREFORE, the Council directs:

a.  The Commissioner-in-Charge and Auditor are authorized to make application to TriMet for $100,000 of Jobs Access and Reverse Commute funds.

b.  The Mayor is authorized to provide such information and assurance as are required for the grant application period.

Section 2. The Council declares that an emergency exists because the grant application is due immediately; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
