ORDINANCE No. 182434

 

*Amend contract with Barney & Worth, Inc. for $10,000 in additional funds to assist with implementation of Cully Concordia Community Assessment Action Plan (Ordinance; amend Contract No. 37748)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The City entered into Contract No. 37748 with Barney & Worth, Inc. on November 30, 2007, for an amount not to exceed $40,000, to provide public involvement assistance with the Cully Concordia Schools, Families, Housing Assessment. The assessment was produced for a pilot project to determine how to promote strong schools and healthy neighborhoods through community-serving amenities, infrastructure and services.

 

2.  The contract was amended on May 15, 2008, to increase funding for an expanded scope of work to complete a resource guide of community organizations, facilitate services at meetings and produce a “Lessons Learned” paper for use by the City to guide future projects.

 

3.  On November 20, 2008, by Resolution No. 36646, City Council adopted the Cully-Concordia Community Assessment and Action Plan as a touchstone and guide for City Bureau and other agency work programs and a participatory and advocacy tool for community stakeholders. City Council directed bureaus identified in the Action Plan to collaborate with partners to asses and prioritize actions based on readiness, resources, impact and potential for partnerships.

 

4.  Barney & Worth, Inc. has provided services from the beginning of the pilot project through Council’s adoption of the assessment and action. Their continued services will be valuable for next steps of the project to prioritize and implement activities.

 

5.  Funding for this amended contract is available in the Bureau’s FY 2008-2009 Budget.

 

NOW, THERFORE, the council directs:

 

a.  The Mayor and Auditor are authorized to execute Amendment No. 2 to Contract No.37748 with Barney & Worth, Inc., in a form substantially in accordance with the amendment attached as Exhibit A.

 

b.  The Mayor and Auditor are hereby authorized to draw and deliver checks chargeable to the General Fund when demand is presented and approved by the proper authority.

 

Section 2. The Council declares that an emergency exists to extend the term of Contract No. 37748 beyond December 31, 2008, to ensure ongoing work; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
