ORDINANCE No. 181999

 

Authorize a contract with Carollo Engineers, P.C. for professional engineering services for Swan Island Combined Sewer Overflow Pump Station Phase 2 Project No. 6901 and provide for payment (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The east side combined sewer system routinely discharges combined sewage to the Willamette River.

 

2.  The City has entered into an Amended Stipulation and Final Order (ASFO) with the Oregon Department of Environmental Quality to reduce combined sewer overflow discharges to the Willamette River by December 1, 2011.

 

3.  Completion of Phase 2 of the Swan Island CSO Pump Station is a necessary element of the City’s recommended CSO Management Plan to meet the ASFO.

 

4.  The design of Phase 2 of the Swan Island CSO Pump Station must be substantially complete by December 2008 to maintain compliance with the ASFO.

 

5.  The consultant selection has been conducted in accordance with Chapter 5.68 of the Code of the City of Portland.

 

6.  The consultant selection committee recommends that Carollo Engineers be retained to perform the design services through construction.

 

7.  The attached Agreement for Services is for the necessary work scope, costs, schedule and deliverables to produce design documents, bidding phase assistance and design support during construction for Phase 2 of the Swan Island CSO Pump Station.

 

8.  The established cost is $1,007,500.00. Funds are available in the Sewer System Operating Fund, FY 2008-09 Budget, Bureau of Environmental Services, Center Code [145-22-110], Project No. 6901, Account No. 521000.

 

NOW, THEREFORE, the council directs:

 

a.  The Commissioner of Public Utilities and Auditor are authorized to execute a contract with Carollo Engineers for the purpose described in Section 1, in the amount of $1,007,500.00

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants payable to Carollo Engineers chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authorities.
