ORDINANCE No. 181623
* Increase contract with CDA Consulting Group, Inc. for continued services to support the Urban Areas Security Initiative Grant Program (Ordinance; amend Contract No. 35123)
The City of Portland ordains:
1. The City entered into Contract No. 35123 on December 24, 2003 with CDA Consulting Group, Inc., (CDA) through a competitive bid process. The scope of work included provision of facilitation with regional partners, relevant documentation, and database and response plan development for Urban Areas Security Initiative Grant (UASI) FY 2003 and FY 2004. The original contract amount was $80,000.
2. The contract was amended previously 4 times, necessitated by workload: grants were awarded annually; and received extensions for completion, which run concurrently. The scope of work has increased with strategic planning and analysis related to extensive regional meetings, and relevant documentation. Amendment No. 4 increased the contract amount by $157,914 (UASI 06) for a total contract amount of $755,130.
3. The original scope of work was extended to include the UASI 2005 and UASI 2006 grant and its mandates and provided for hiring of one staff sub-consultant to work with CDA Consulting Group, Inc. for continuation of work on the concurrently running UASI grants. The City received two supplemental Awards on May 27, 2005 and September 1, 2006 for the UASI 2005 and UASI 2006 which has required additional planning services to be performed.
4. The City received a further Award effective November 1, 2007 for UASI 2007, requiring ongoing strategic planning services. The original scope of work was extended to include the UASI 2007 grant, its mandates, and one staff position to work with CDA Consulting Group, Inc. for continuation of work on the concurrently running UASI grants, including UASI 2007.
5. The contract needs to be amended in the additional sum of $258,774.82 to reflect an increased scope of work and additional payment for that work. Therefore, the total amount of the current contract amendment will be $258,774.82 to establish/enhance CBRNE capabilities through planning and strategy implementation for UASI 2007. The additional scope of work will also include the UASI 2008 Grant application process. These additional services are considered reasonable and proper compensation, bringing the total Contract Amount to $1,013,905.
6. This project is grant funded. The UASI 2007 Award was approved by Council on January 30, 2008. It includes full funding for this fiscal year’s planning work and will be fully funded throughout the grant award period.
7. This Contract is extended through December 24, 2008.
NOW, THEREFORE, the Council directs:
a. That the Mayor and Auditor are authorized to execute Amendment #5 to Contract No. 35123
with the CDA Consulting Group, Inc. as outlined in a form substantially in accordance with the Amendment attached as Exhibit A, at a cost not to exceed $1,013,905.
b. The Mayor and the Auditor hereby are authorized to draw and deliver checks chargeable to the FY 2007-2008 Budgets, Account 521000, Center Code 11011852 when demand is presented and approved by the proper authorities.
Section 2. The Council declares an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the City of Portland with the benefits of this agreement; therefore this ordinance shall be in full force and effect from and after its passage by the Council.
